It is estimated that each city would require 0.1 FTE (a combination of their own employees and consultants) to maintain compliance in order to avoid potential penalties of up to $1,000,000 per occurrence per day.	Total FTEs (0.1 FTE/city) x (26 cities) 2.6 FTEs. Assume 70% of FTEs are provided by city employees (1.82 FTE) at $50/hour and 30% by consultants (0.78 FTE) at $145/hour.
