Job Summary
The ElectriCities of North Carolina, Inc. (ElectriCities) Compliance and Risk Management team is responsible for ensuring (a) that an organizational infrastructure is in place to effectively measure, monitor, report, and manage the risks associated with the business operations of ElectriCities, NCEMPA and NCMPA1 (Power Agencies) and (b) that they meet their respective legal and regulatory compliance obligations.
The Compliance and Risk Management Specialist is part of this team and is responsible for providing oversight for the development, implementation, and administration of policies, guidelines, procedures, and the development of the associated infrastructure. The Compliance and Risk Management Specialist coordinates with stakeholders to ensure that a culture of compliance is maintained throughout ElectriCities, Power Agencies, and, as applicable, their members.
Primary Responsibilities
- Oversee processes for compliance with NERC and SERC Reliability Standards by ElectriCities, the Power Agencies, and their members.
- Facilitate monthly compliance team meetings to discuss compliance activities and ensure activities are on track.
- Ensure the development, accuracy, and effectiveness of procedure/process manuals for personnel that are responsible for implementation of compliance activities.
- Monitor and/or provide advocacy for electric reliability standard developments in the industry and maintain an in-depth knowledge/understanding of them and their related compliance processes.
- Communicate industry compliance issues and developments to senior staff, implementation personnel, and other stakeholders.
- Assist with the creation of corporate policy on critical compliance issues.
- Represent ElectriCities, and Power Agencies interests in industry stakeholder processes and with trade groups such as APPA, TAPS, etc. with respect to compliance, environmental, and regulatory issues.
- Manage relationships with NERC/SERC personnel and other stakeholders with respect to compliance activities.
- Support the development of enterprise risk management (ERM) policies, guidelines, and procedures.
- Manage the exposure of ElectriCities, and Power Agencies to the risks associated with operating in the financial and energy markets.
- Provide oversight of existing processes such as the Power Agencies’ energy market risk management and working capital and develop new processes as needed.
- Foster an environment of collaboration and teamwork to work effectively with other departments/divisions and fellow employees.
- Participate in training and capacity building activities.
- Perform other related duties as assigned.

The Compliance and Risk Management Specialist works under the supervision of the Vice President, Compliance & Risk Management, who reviews the employee’s work performance under ElectriCities’ guidelines regarding overall effectiveness and provides professional guidance as needed. The Vice President, Compliance & Risk Management approves all requests for vacation and other time off. This position is exempt from the overtime provisions of the Fair Labor Standards Act.
Physical Requirements
The Compliance and Risk Management Specialist must perform tasks in an office setting such as operating a personal computer, keyboard, and other peripheral equipment. Periodic travel is required for industry meetings, project and/or training and development purposes.
Qualifications
- A bachelor’s degree in engineering, science, mathematics, or related field.
- 7 years of experience in a technical role in operations, planning, compliance, or their equivalent – preferably in the electric utility industry.
- Extensive experience with compliance of electric reliability standards and internal controls development.
- Ability to work on multiple projects with frequently changing priorities in a collaborative environment.
- Excellent analytical, project management, and organizational skills.
- A proven track record of successful work with a diverse group of stakeholders to achieve a common goal.
- Demonstrated creativity in problem-solving.
- Excellent interpersonal and written and oral communication skills with peers, supervisors, leadership, and internal and external stakeholders.
