Job Summary
Performs managerial and technical work directing the Town’s Electric Utilities Department to ensure cost-efficient, safe and reliable delivery of electric service consistent with sound engineering and customer service principles, established safety procedures and codes, and Town policies; performs and oversees engineering, planning, development, technical, supervisory, and administrative work, and oversees the electric distribution operations activities including construction and maintenance.
This position reports to the Assistant Town Manager. Requires little or no direction on work subject only to policy or strategic guidance. Supervision is exercised over all department personnel.
Primary Responsibilities
- Develops and manages the department operating budget.
- Oversees engineering, designing, and developing projects (including budget) to meet the energy needs of Apex customers, while developing and implementing long-range growth strategies.
- Manages the construction, maintenance, and repair efforts of the electric system for optimal functionality.
- Manages the workforce by supporting education and growth opportunities, maintaining a sustainable pool of candidates aligned with the Town’s vision and mission.
- Provides technical analysis for complex problems within the electric system.
- Directs, organizes, and coordinates the efficient, reliable, and safe operation of the electric distribution system, including substations.
- Plans, develops, and provides for the design of electrical engineering projects, estimating project costs, and overseeing projects in the implementation and construction phases.
- Monitors the field activities of electric utility crews, ensuring plans and priorities are met.
- Oversees system design and improvement, including metering, load management, and other enhancements.
- Investigates customer’s requests for service and plans preventive maintenance activities.
- Coordinates and performs purchasing of equipment, tools, supplies, and parts to maintain efficient operations.
- Selects, promotes, motivates, trains, counsels, and recommends pay adjustments, rewards, and disciplinary actions for assigned personnel.
- Serves as alternate for Town on NCEMPA Board of Commissioners.
- Builds relationships with other municipal power agencies, ElectriCities, and Duke.
Job Requirements
Position requires a Bachelor’s degree in engineering (Electrical preferred), business, or public administration and 6+ years of experience (extensive) working with an electric utility in a management position, or an equivalent combination of education and experience.
