Job Summary

The purpose of the Energy Systems Engineer is to help ensure the North Carolina Eastern Municipal Power Agency (NCEMPA) and North Carolina Municipal Power Agency 1 (NCMPA1) energy management system is receiving real-time information from all delivery points, distributed generator and resource sites and third-party entities, as well as ensure the monitoring, communications, and telemetry data is accurate. This position integrates technology projects into existing systems for ElectriCities and Members. The Energy Systems Engineer is responsible for the technical planning, integration, maintenance, testing, and training for the SCADA/Telemetry Communications System, LM & AMI systems, be a backup for EMS Engineer and is part of the 24/7 on-call team.

Primary Responsibilities

  • Responsible for supporting the technical planning, integration, testing, and training for the SCADA/Telemetry System.  This includes working with a team of subject matter experts for systems that integrate into the SCADA/telemetry system. A key component of this position is determining, justifying, acquiring, and implementing new and/or improved hardware, software and/or procedures that will enhance and improve system reliability.
  • Responsible to maintain the 24×7 team operator on-call schedule and notification.
  • Participates in the 24/7 on-call team. Duties associated with on-call responsibilities include monitoring and control of distributed generation, monitoring, management and repair of the NCMPA1 and NCEMPA control and communications systems (control systems, telemetry, SCADA, distributed generation, demand side management (DSM),  and associated communication systems) as required, on a 24/7 “on-call basis” including early morning, nights, weekends and holidays, as necessary, in response to system conditions, operator need or equipment failure plus must be able to make independent and timely decisions that directly affect power supply costs and customer service.
  • Supports and leads Load Management and Automated Metering Infrastructure (AMI) projects, to include project planning and scheduling, specifications development, management of engineering and legal consultants, management of LM/AMI vendors and installers, and the overall integration into ElectriCities and Member Systems.
  • Supports and leads Supervisory Controls and Data Acquisition (SCADA) projects. This includes project planning and scheduling, specifications development, management of engineering and legal consultants, management of SCADA vendors and installers and the overall integration into ElectriCities and Member Systems.
  • Works with Subject Matter Experts to maintain documentation of all SCADA/Telemetry systems procedures and maintenance of contact lists as required. This will include frequent day travel to satellite offices and field sites.
  • Serves as backup to the System Administrator/EMS Engineer in ensuring adequate cyber security measures are in place to prevent unauthorized access and operation of systems.  This includes implementing applications that will enhance meeting NERC/SERC requirements as applicable.
  • Serves as backup to the System Administrator/EMS Engineer when the System Administrator/EMS Engineer is not available.  This includes providing systems support as necessary for the 24/7 On-Call Team in the event the 24/7 on-call person was unable to troubleshoot, and the System Administrator is needed to resolve.  Availability in early mornings, nights, weekends, and holidays as necessary in response to system conditions, operator need or equipment failure.
  • Responsible for the design and creation of system databases and for the development and integration of other databases into the SCADA/Telemetry, LM, AMI, DSM, DERMS, LF, SEL Human Machine Interface (HMI), Power Marketing, Corporate and Distributed Generation systems as required.
  • Coordinates with Telco and communication companies to minimize interruptions to the SCADA/Telemetry pager, telephone, IP, and wireless communication systems with the goal of maintaining a high continuity and reliability of service.
  • Provides input into the annual budget for the SCADA/Telemetry area and assists with the preparation of the department budget and business plan.
  • Responsible for working with Subject Matter Experts to maintain the business continuity plan for the SCADA/Telemetry System, DSM, and Distributed Generation areas to meet corporate standards and to ensure minimal disruption of service in the event of catastrophe.
  • Trains staff and city personnel on the various systems as needed.

Job Requirements

  • Bachelor of Science degree in Electrical Engineering and/or Computer Science.
  • Six to eight years of progressively responsible electric utility experience or an appropriate combination of education and experience.
  • An extensive background in utility power supply, demand side management, distribution/transmission systems and metering.  Comfortable working in the field around electric distribution and metering and at remote electrical substation or distributed generation sites.
  • Extensive knowledge of current and emerging technologies, as well as experience, in the following:
    • SCADA systems
    • Computer operating systems
    • Voice/Data communications networks (including radio telephone, and cable) and protocols
    • LAN/WAN networks
    • Relational databases
  • Willingness to accept responsibility, have a personality that allows him/her to work well with others, and be capable of working on his/her own initiative with a minimum of supervision in high stress situations.
  • The ability to successfully manage projects which includes managing budgets, expectations, people, and outside resources.
  • The ability to recognize problem areas and be capable of providing alternative solutions.
  • The ability to communicate clearly and concisely, both in written and verbal form, with all levels of management and outside sources.
  • High level of reliability, independent decision-making, and personal initiative to achieve the goals of this position.
