The Finance Division has the responsibility for the fiscal integrity of the North Carolina Eastern Municipal Power Agency and North Carolina Municipal Power Agency 1 (collectively “Agencies”) and ElectriCities of North Carolina, Inc. (ElectriCities).   Through appropriate planning, managing, controlling, and monitoring of the financial activities of the entities the Finance Division establishes an environment that fosters fiscally sound decisions and corporate compliance to result in accurate and timely disclosure financial activities of the entities.  The Finance Division is also responsible for assuring the trustworthiness and evidentiary value of all corporate records, both paper and electronic, of the entities.

Primary Responsibilities

Manages the accounting and financial reporting functions of the Agencies and ElectriCities which includes managing the recording of all financial/accounting transactions in the general ledger, developing and documenting accounting policies and procedures, and providing leadership to the Accounting and Financial Reporting Department personnel in the performance of their duties as required including but not limited to:

  • The preparation of balance sheets, operating statements, statistical reports, special accounting schedules, budget to actual comparisons, variance analysis and other reports of an accounting nature. Ensures that such reports provide accurate, timely and clear financial reporting and meet the needs of management and targeted audiences or requestors.
  • Monitoring and comparing the Agencies’ and ElectriCities’ monthly financial results with annual operating and capital budgets.  Provides reports and interprets the results of monthly operations to all levels of management. Includes timely coordination of variance explanations with divisions accountable for the revenue/expense line item(s) and providing senior management with coordinated, timely, clear, and concise variance reports.
  • Serves as a member of the financial review team to ensure ElectriCities’ focus on fiscal control and financial commitment.  Responsible for working with the Chief Financial Officer (“CFO”) and Vice President, Finance to scrutinize monthly financial results to assess whether they are on target or if changes are needed to rates, budgets or other plans.  Reviews the Agencies’ and ElectriCities’ monthly financial results with comparison to annual operating and capital budgets for reasonableness of variance explanations provided to senior management.
  • Assists the CFO and Vice President, Finance in reviewing and executing the Agencies strategic plans by providing input to and financial/analytical support of various business cases.
  • Counsels and assists other staff members in the preparation and/or interpretation of accounting/financial reports and provides direction as to the most efficient tools/software to use in maintaining needed data.
  • Provides accounting advice, direction, and periodic reviews for ElectriCities’ Core Operations and Distribution Operations as necessary.
  • Coordinates with the CFO, and Vice President, Finance in reporting and providing financial data from the general ledger system.
  • Responsible for keeping abreast of Governmental Accounting Regulations and Sarbanes-Oxley issues, how they relate to ElectriCities and the Power Agencies, and developing procedures, processes, or programs to ensure compliance with such issues when needed.
  • Manages the development and implementation of the accounting systems and procedures used by the Agencies and ElectriCities to ensure that such systems and procedures and the reported financial conditions of the Agencies reflect applicable bond and contract conditions and covenants.
  • Develops and implements a system of internal controls to ensure compliance with all relevant governing guidelines including accounting, bond resolution and contractual requirements.
    Maintains relationships with any regulatory agencies and ensures appropriate information is provided, as necessary. Provides any regulatory agencies necessary financial reports and coordinates department personnel to assist, as necessary.
  • Coordinates with the Information Technology team on the development, operation, and maintenance of all applicable mechanized systems of the financial reporting and control system.
  • Manages the approval procedures for all journal vouchers and accounts payables before they are entered into the ledgers and ensures timely and efficient payment of accounts.
  • Manages and approves work done by any outside consultants relative to accounting projects or programs.
  • Manages the preparation and/or review of periodic cash requirement forecasts and advises the Treasury Department concerning such requirements.
  • Identifies and recommends accounting audit firms for board approval and coordinates with outside auditors in the completion of the annual financial audits. Coordinates department personnel in preparing for audits and in assisting the outside auditors during their field work. Ensures that corrective action is taken, when appropriate, from any conclusions of the outside auditors.
  • Provides technical support and advice to other corporate staff and members in various areas of accounting and tax.
  • Attends internal or external meetings as required including Agency and ElectriCities Board of Directors and/or committee meetings to make reports or respond to accounting questions.
  • Oversees the selection and development of qualified staff to ensure continuity and flexibility within the Accounting and Financial Reporting Department.
  • Establishes and maintains a collaborative and effective relationship with other staff, the Boards, ElectriCities members, outside consultants, power suppliers and regulatory bodies.
  • Actively fosters an environment of cooperation and teamwork in order to effectively work with other departments/divisions and fellow employees.

Job Requirements

Physical Requirements

  • The incumbent must maintain the physical condition necessary to perform tasks in an office setting such as operating a personal computer, keyboard, and other peripheral equipment. Periodic travel may be required to other NC locations and/or for training and development purposes.

Controls

  • The incumbent works under the general guidance of the Vice President, Finance who provides broad objectives for the incumbent to work within, reviews the incumbent’s performance periodically in terms of overall effectiveness, and provides professional and administrative guidance as needed.  The Vice President, Finance also approves requests for vacation and other time off.  This position is exempt from the overtime provisions of the Fair Labor Standards Act.

Qualifications

The successful candidate will possess:

  • A bachelor’s degree, preferably in Accounting, Finance, or Business Administration.
  • Six or more years of progressively responsible accounting experience, including prior experience leading and developing teams. Prior electric utility experience and knowledge of the FERC chart of accounts is strongly preferred.
  • A CPA and/or MBA are strongly preferred.
  • Proven ability to direct the day-to-day operations of an Accounting Department, establish objectives, and lead and develop a team to meet established objectives.
  • Strong knowledge of general accounting and auditing principles, and accounting theory.
  • Knowledge of accounting and budget procedures in a public agency and knowledge of federal and state laws as they apply to municipalities and joint action agencies
  • Demonstrated ability to build relationships and collaborate across departments and levels within an organization
  • The ability to communicate clearly and concisely, both in written and verbal form, with all levels of management and outside sources.
