Job Summary

The purpose of the Human Resources Department is to create, implement, and oversee programs and processes that add value to ElectriCities, our employees, and our membership through our ongoing commitment to attract, motivate, develop, and retain exceptional talent.  The Human Resources Department provides a vast array of services including, but not limited to, compliance with applicable legislation and regulations; employee relations; recruiting and workforce planning; salary, benefits, and rewards administration; payroll; performance management; staff development; employee feedback programs; and employee safety and wellness.

Primary Responsibilities


  • Advises leadership on developments, best practices and emerging trends impacting any area of the employee experience.
  • Oversees evaluation, documentation, and regular auditing of all Human Resources and payroll processes and ensures adequate cross-training for key business processes.
  • Supervises, develops, and mentors the Human Resources team.
  • Acts with the highest of integrity and ensures the confidentiality of employee data and information.


  • Oversees payroll administration processes and systems to ensure accuracy and compliance with Federal and State regulations.
  • Facilitates coordination between Payroll, Accounting, and Human Resources staff to ensure accuracy.
  • Establishes and maintains appropriate controls and ensures execution of consistent reconciliation processes for all payroll elements.
  • Ensures the regular secondary review of all payroll documentation for accuracy. Establishes and maintains cross-training processes to provide for appropriate payroll back-ups.

Recruitment, Onboarding and Exit Processes:

  • Oversees recruitment efforts including strategy development, branding and collateral, hiring manager engagement, applicant tracking, interview processes, and contract/agency recruitment relationship management.
  • Oversees and evaluates the effectiveness of employee onboarding processes, including new hire orientation programs.
  • Oversees and evaluates the effectiveness of employee retirement and exit processes, including retirement counseling, exit feedback processes, etc.

Compensation and Performance Management:

  • Performs regular review of compensation practices and salary structure based on market data. Leads compensation studies and maintains relationships with compensation partners.
  • Leads compensation administration processes including annual compensation review, the performance incentive plan, and the corporate spot bonus program.
  • Identifies and maintains appropriate salary data sources for ElectriCities and its membership and manages survey participation.
  • Oversees job evaluation and documentation processes, including maintaining complete and accurate job descriptions for all positions.
  • Facilitates performance management processes and timelines and ensures appropriate records retention.


  • Oversees benefits administration processes, systems, education, and communication.
  • Facilitates coordination between Payroll, Accounting, and Human Resources staff to ensure accuracy.
  • Ensures the execution of consistent enrollment review and reconciliation processes for all benefits programs.
  • Leads annual benefits renewal, including evaluation of results/options and making recommendations to senior leadership.
  • Facilitates regular review of benefit program quality and financial performance and maintains relationships with benefit advisors.

Regulatory and Compliance:

  • Conducts a continuing study of employment laws and best practices. Makes recommendations to senior leadership as necessary.
  • Conducts regular review and update of employment policies.
  • Ensures reporting and notification compliance for all Federal and State employment laws, such as HIPAA, ADA, FMLA, COBRA, OSHA, etc.
  • Oversees Department of Transportation (DOT) Commercial Driver License (CDL) processes, records, drug testing procedures, and related policies.
  • Oversees HR document/contract retention processes per NC Public Records laws.

Employee Relations & Engagement:

  • Ensures execution of employee relations and feedback practices to promote a high level of employee morale throughout the organization.
  • Advises and coaches managers on various employee relations policies and practices as necessary.
  • Leads or acts as an advisor to various employee-led groups including, the annual Celebration Planning committee, Wellness Committee, TEAM, etc.


  • Fosters an environment of service, teamwork, and accountability to promote collaboration within the HR team and cross-functionally with other departments.
  • Various special projects and other duties as assigned.

Job Requirements


The Manager, Human Resources works under the direct supervision of the Vice President, Human Resources. The Vice President, Human Resources reviews the incumbent’s performance in terms of overall effectiveness and provides professional and administrative direction as needed. The Vice President, Human Resources approves all requests for vacation and other time off. This position is exempt from the overtime provisions of the Fair Labor Standards Act.

Physical Requirements

The Manager, Human Resources must maintain the physical condition necessary to perform tasks in an office setting such as operating a personal computer, keyboards, and other peripheral equipment. Frequent travel is required to other NC office locations and/or for training and development purposes.


The successful candidate will possess the following:

  • Bachelor’s degree, preferably in Business, Human Resources or a related field, or equivalent work experience.
  • 5-10 years of experience in progressively responsible Human Resources roles, including experience in recruiting/staffing, compensation, benefits, employee relations, performance management, and policy development.
  • Prior experience processing or overseeing payroll and understanding of FASB and GASB rules as they relate to salary and benefit issues.
  • 3+ years’ experience in a supervisory role.
  • Strong working knowledge of federal and NC regulations such as ADA, FMLA, HIPAA, COBRA, worker’s comp, and FLSA and wage & hour guidelines.
  • Experience with HR information systems (HRIS) and strong knowledge of Word, Excel, and PowerPoint.
  • Strong attention to detail and the ability to handle and work with a high level of confidential material and information.
  • Tact and diplomacy to develop the confidence and trust of employees and management.
  • Demonstrated leadership and proven project/process management skills.
  • Flexibility and the ability to juggle multiple tasks in a fast-paced environment.
  • Strong problem-solving skills and customer service orientation.
  • Excellent interpersonal and written and oral communication skills.
