Job Summary

The Operations Division supports the operations of the Power Agencies, North Carolina Municipal Power Agency No. 1 (NCMPA1) and North Carolina Eastern Municipal Power Agency (NCEMPA).  The Division is responsible for managing wholesale power supply for the two Power Agencies, load management, distributed generation, renewable resources, and manages delivery interconnections with Duke Energy.

The purpose of the Power Delivery Engineer is to manage Delivery Point interconnections ensuring standards and contracts are being met, ensure the NCMPA1 & NCEMPA-owned Distributed Generation is compliant with environmental and electrical regulations and the Qualified Resource & Distributed Generation Policies. This role adds value by ensuring proper interconnection at delivery points and all distributed generation complies with regulations and policies and is able to be dispatched without penalties.

Primary Responsibilities

  • Coordinate with Duke Energy Carolinas, Duke Energy Progress, and Dominion Energy on delivery point interconnections.
  • Monitor and track power factor compliance, reliability issues, and outages at Participant Delivery Points.
  • Serve as SME for Distributed Generation Policy, Qualified Resources Policy, and Recommended Interconnection Standards.
  • Direct meter installations and maintain records such as QR Notification Forms.
  • Liaise with Participant Cities and their customers regarding distributed generation systems.
  • Ensure electrical and environmental compliance with NESC, NFPA, EPA, NCDEQ, and NERC standards
  • Manage the lifecycle of Power Agency retail and telemetry electric meters, including procurement, deployment, testing and retirement.
  • Support communication lines for metering, diesel generators, telemetry, and distributed resources.
  • Maintain documentation for communication systems and coordinate with telecom providers for high-voltage protection.
  • Share responsibility for the operation and maintenance of the backup Operations Center.

System Operations & On-Call Support

  • Participate in 24/7 on-call rotation to support system operations, including:
    • Monitoring and control of distributed generation.
    • Managing SCADA, telemetry, load management, and communication systems.
    • Making independent decisions affecting power supply and customer service.
  • Act as outage coordinator during major weather events; service as liaison between members at Transmission Providers during emergiencies
  • Provide engineering and project management support for municipal projects while fostering a collaborative team environment with external partners.
  • Conduct planning studies, financial analyses, and presentations to stakeholders.
  • Assist with distribution management and technical services for member cities.
  • Contribute to the development of the annual business plan and budget.
  • Perform additional duties as assigned.

The Power Delivery Engineer works under the general supervision and guidance of the Manager, Projects and Contracts, who reviews the employee’s work performance periodically under ElectriCities guidelines in terms of overall effectiveness and provides professional guidance as needed. The Manager, Projects and Contracts approves all vacation and other time off. This position is exempt from the overtime provisions of the Fair Labor Standards Act.

Physical Requirements

The Power Delivery Engineer must maintain the physical condition necessary to perform tasks in an office setting such as operating a personal computer, keyboards, and other peripheral equipment. Frequent day travel is required throughout NC with some occasional overnight travel.  The ability to support emergency or operational needs outside of normal working hours, including nights and weekends, as necessary is also required.         

Qualifications 

  • A Bachelor of Science degree in Engineering, preferably Electrical Engineering, Electronics Engineering, Computer Engineering, or Mechanical Engineering, or at least five years of experience in an electrical utility environment working in an engineering or operations role.
  • Knowledge of EPA and DEQ air quality regulations and standards is a plus.
  • Excellent interpersonal and communications skills.
  • A working knowledge of meter and substation concepts.
  • Demonstrated willingness to accept responsibility, take initiative and be self-motivated working in field locations with general remote guidance.
