Job Summary

The Member Services and Corporate Planning Division is responsible for leading long-term corporate planning efforts for the company and providing value-added services to ElectriCities Members. The Division is responsible for assessing members’ ability to provide competitive retail offerings and identifying strategic areas of need for the members within these offerings. The Division monitors the effectiveness of our members’ retail offerings through a variety of surveys and data collection. The Division develops and deploys programs to augment the efforts of the members where there are gaps. The Division advocates for action among the members through strategic messaging that is conveyed through conferences, training, regional meetings, and other outreach.

The Planning Division also manages compliance with North Carolina’s renewable portfolio standard (REPS), assists members with generation interconnection policies, oversees project management of new generation projects, develops and deploys renewable and sustainability programs, and provides a host of other services for ElectriCities’ Members.

Primary Responsibilities

  • Manage the REPS compliance programs for the Power Agencies. Develop and execute the strategy necessary for the Power Agencies to achieve and maintain renewables compliance at the lowest possible cost.
    • Provide technical and economic analyses related to REPS strategies and Renewable Energy Certificate (REC) purchase offers.
    • Track and report the Power Agencies’ current and projected compliance status and communicate compliance issues and developments to senior staff.
    • Provide and update REPS budget projections for the Power Agencies.
    • Prepare and publish all REPS compliance reports and respond to miscellaneous data requests related to REPS compliance.
    • Maintain communications and relationships with the North Carolina Utilities Commission (NCUC) and the Public Staff of the NCUC related to REPS issues
  • Assist with renewable energy areas for various corporate initiatives including the Strategic Technology Roadmap, Member surveys, and customer perception surveys. Utilize this information, along with information obtained through working directly with Members, to champion renewable programs that can benefit ElectriCities’ Members.
  • Assist member utilities with developing and deploying retail solar programs. This includes becoming familiar with the recommended interconnection standards, assisting with processes for the metering and billing of solar installations, and working with stakeholders to identify and create communications resources to assist with these programs.
  • Develop and administer the Energy Resource Mix program for member utilities. Establish and maintain the project timeline, work with ElectriCities staff to obtain the necessary data for the calculations, assist with the analysis, and provide the final information to Members. Work with the Communications team to provide marketing and communication materials for Members to promote their energy resource mix and carbon reduction efforts to their customers. Identify other opportunities to promote the Energy Resource Mix program to key stakeholders.
  • Administer the contracting process related to REC acquisition. This includes negotiation and contract origination with prospective renewable energy vendors, and execution of contracts. Manage all active and inactive contracts for REPS compliance.
    • Coordinate renewable energy origination for the Power Agencies.
    • Ensure compliance with internal risk management policies related to REC acquisitions.
    • Maintain relations with REC Vendors, particularly during project start-up phase, communicating with them on an ongoing basis to monitor their progress toward satisfying their contractual obligations.
    • Oversee all REC deliveries to ensure they are received internally in a timely manner and are accurately accounted for in compliance accounts and internal tracking systems.
  • Assist with educational opportunities for ElectriCities’ Members related to renewable energy and sustainability. This could be through ElectriCities’ conferences, various member meetings, or in partnership with the Educational Programs department.
  • Represent the Power Agencies’ positions in joint industry working groups and stakeholder groups related to REPS and other clean energy initiatives. Maintain relationships regarding clean energy issues with other North Carolina electric utility companies.
  • Assist with monthly reconciliation and billing processes for solar Qualifying Facilities (QFs) to ensure they are completed accurately and timely.
  • Other duties as assigned: Perform other related duties as assigned by the Manager, Technology & Renewable Programs or Vice President, Member Services and Corporate Planning in accordance with the goals and objectives of ElectriCities and the Power Agencies.

Physical Requirements

The Renewable Energy Portfolio Manager must maintain the physical condition necessary to perform tasks in an office setting such as operating a personal computer, keyboard, and other peripheral equipment.  Some travel may be required.


  • Degree in business administration, engineering, or environmental science, with at least three years of experience in a renewable energy or sustainability role. A master’s degree in business administration or environmental management is preferred.
  • Passion for clean energy, excellent communications and negotiating skills, strong analytical skills, and the ability to provide a strategic perspective while maintaining awareness of the details.
  • Excels in a team-oriented environment and comfortable working with internal and external team members, vendors, and regulators.
  • Prior experience in a regulatory or utility environment is preferred.
  • Willing to accept responsibility and be capable of working on his/her own initiative with minimal supervision.
