Job Summary

The Finance Division has the responsibility for the fiscal integrity of the North Carolina Municipal Power Agencies (Agencies) and ElectriCities of North Carolina, Inc. (ElectriCities).  Through appropriate planning, managing, controlling, and monitoring of the financial activities of the entities the Finance Division establishes an environment that fosters fiscally sound decisions and corporate compliance to result in accurate and timely disclosure of the financial activities of the entities.   The Finance Division is also responsible for assuring the trustworthiness and evidentiary value of all corporate records, both paper and electronic, of the entities.

Primary Responsibilities

  • Has responsibility for the maintenance, accuracy, and completeness of Agencies’ general ledger and for the preparation of all financial schedules, reports, and information regarding the Agencies’ financial condition.
  • Assists the Manager, Accounting and Financial Reporting in providing and maintaining accounting systems for the Agency.
  • Provides functional guidance for technicians relative to Agency accounting matters, when needed.
  • Reconciles and analyzes billings from power suppliers and prepares and/or reviews corresponding entries for the accounting ledgers. This may include assisting Operations and Planning in an annual audit of the power marketer.
  • Prepares and/or reviews journal vouchers for accuracy and completeness; proper coding to accounts consistent with approved budgets, accounting policies and procedures, and agreements with the power suppliers, participants, and bondholders, and coordinates their flow into the appropriate ledgers.
  • Prepares any required adjusting journal entries to the accounting records through established accounting procedures.
  • Coordinates the timely input and output of data for the Agency’s accounting system and the timely preparation of disbursements and deposits.
  • Reviews monthly power billings to participants and prepares any needed resulting accounting entries.
  • Review monthly surplus sales information provided by Operations and prepares the resulting invoices. This may include assisting NCMPA1 Operations and Planning in an annual audit of the power marketer.
  • Prepares annual regulatory information reports for governmental agencies and property tax filings. Prepares monthly SC Excise Tax Report and coordinates wire transfer payment of taxes.
  • Reviews, analyzes, and verifies data on monthly accounting reports produced by the accounting system and prepares monthly, quarterly, and annual financial statements, including narrative variance analysis. Also, includes maintaining subsidiary account reconciliations.
  • Provides financial information and analyses as necessary, to other departments, consultants, and the Board.
  • Prepares account analyses and financial statements for annual audit and works with external auditors as required.
  • Prepares and maintains the agencies’ sections of the accounting manual.
  • Maintains a cooperative manner in order to promote teamwork with other departments/divisions and fellow employees.
  • Performs other related duties as assigned.

Job Requirements

  • The incumbent should possess a Bachelor’s degree, preferably in Accounting, Finance, or Business Administration, plus 3-5 years of professionally responsible experience. A CPA is highly preferred and a working background within an electric utility would be beneficial.
  • Knowledge of general accounting and auditing principles and theory including an understanding of public agency procedures that must be followed.
  • Knowledge of federal and state laws as they apply to municipalities and joint action agencies is preferred.
  • An understanding of data processing applications and how they relate to accounting processes.
  • The ability to work independently to research, analyze, and prepare financial reports and studies.
  • The ability to communicate clearly and concisely, both in written and verbal form, with all levels of management and outside sources and have the ability to work independently with minimum supervision.
