Primary Responsibilities

  • An employee in this class provides professional engineering services to the Electric department and performs engineering studies to ensure the Town’s electric network is safe, reliable and responsive to the Town’s needs.
  • Work includes designing and reviewing engineering projects to include serving as project manager and overseeing budget and permitting for projects, administering professional service contracts, participating in long range planning for the Town’s electric system, and providing engineering consultation to the Town Manager and Town Council regarding capital construction and engineering projects.
  • Considerable technical knowledge and judgment are required in planning services and determining system components, and in interactions with customers and developers.
  • The employee is subject to hazards associated with electric power in both inside and outside environments and working in extreme heat and freezing weather.
  • Exposure to various hazards such as working at heights, loud noises, vibrations, moving mechanical parts, electrical current, chemicals, fumes, odors, dust, mists, gases, or poor ventilation.
    Work is performed under the general supervision of the Electric Utilities Director and is evaluated by observation and review of completed work.
  • Designs, or assists in the coordination of the design of, and manages utility system projects including electric substations, protection systems, overhead and underground distribution lines, supervisory control facilities, street lighting and other electric system facilities.
  • Prepares or assists in the preparation of design and construction standards, equipment procurement specifications and drawings, design procedures, test procedures, and safety procedures for electric facilities.
  • Performs and/or assists in power system studies such as protective coordination, fault studies, power flows, service reliability, power quality, etc.
  • Determines optimum system loading and load distribution and makes recommendations for improvement to the Electric Utilities Director
    Prepares grant applications and funding requests for projects; prepares and administers professional service contracts.
  • Represents the Town and attends local and regional meetings to advocate for the Town’s needs and priorities, including attending meetings in the absence of the Director.
  • Responds to requests for information from citizens, realtors, developers and other interested parties for issues related to Town electric projects; responds to citizen complaints and resolves conflicts.
  • Reviews proposed development plans for compliance with Town standards and specifications and participates as a member of the Technical Review committee.
  • Prepares amendments to the Town’s Unified Development Ordinance.
  • Provides technical and financial input for electric system projects included in Electric system budget and assists with budget development.
  • Additional Job Duties: Performs related duties as required.

Job Requirements

  • Graduation from an accredited university with a Bachelor’s degree in Electrical Engineering or related field with at least eight years of experience in electric transmission and/or distribution operations, construction and design, or an equivalent combination of education and experience providing the requisite knowledge, skills and abilities.
  • Licensed as a Professional Engineer in the State of North Carolina
  • Possession of a valid North Carolina driver’s license.
  • Considerable knowledge of the principles and practices of planning, designing and operation of electric distribution systems.
  • Thorough knowledge of the equipment and materials used in the engineering, construction, maintenance and repair of electric distribution systems, lines, and related equipment.
    Considerable knowledge of the hazards and safety precautions involved in power line work.
  • Considerable knowledge of the principles of electricity as related to transmission and distribution.
  • Thorough knowledge of related engineering principles and practices and the ability to apply them to designated projects.
  • Considerable knowledge of environmental laws and regulations pertaining to substation and electric distribution equipment and practices.
  • Ability to prepare and interpret engineering designs and specifications related to assigned work.
  • Ability to effectively plan, direct, manage, and evaluate the work of others.
    Ability to communicate effectively in oral and written forms; prepare and maintain accurate records.
  • Ability to develop and maintain effective working relationships with peers, customers, contractors, other departmental personnel, and the general public.
  • Ability to motivate, coach, and supervise staff and provide performance feedback and evaluation.
