Job Summary

Performs technically related work both administrative and field regarding the operations and maintenance of the City’s Electric Infrastructure. An employee in this class serves as a superintendent in the Public Works Department.

Primary Responsibilities

  • Develop and maintain short range and long-range work planning.
  • Develop and maintain approved O&M and Capital budgets.
  • Submit annual and fiscal energy related data to federal and state reporting agencies.
  • Understand and comply with the National Electric Code (NEC), National Electric Safety Code (NESC) and Occupational Safety and Health Administration (OSHA)
  • Manage and maintain power agency City Grid load shed generators, voltage regulators and demand meter communication equipment.
  • Coordinate installation, repair and programming of residential load management devices.
  • Manage and maintain the residential load management software and communication network.
  • Track and manage power agency wholesale, commercial demand and residential billing including customer load management discounts.
  • Liaison with City Electrical Contractor personnel overseeing Operations and Maintenance of the Electrical Infrastructure.
  • Administer the City’s Load Management program.
  • Markets the load management system and provides public education programming.
  • Generates new fiscal budgets based on historic and trending data and covering the financial needs of the Electric Department.
  • Maintains City residential load management device, demand meter, generator load shedding switches and distribution voltage regulator communications equipment
  • Provides education as well as interface with City residents regarding load management options, energy survey options, operation and issue resolution on a daily basis.
  • Prepare operational, federal, and power agency reports
  • Collect and document NCDENR radiation sample discs for the state laboratory.
  • Administer the City’s lighting and Solar policies.

Job Requirements

  • Knowledge of industrial and residential electrical safe work practices relevant to electrical distribution, commercial and residential equipment.
  • Knowledge regarding principles and practices of electric distribution systems and equipment.
  • Understand grid and residential load management operations and methods.
  • Knowledge of NCDENR, federal, state, and power agency regulations and reporting requirements.
  • Ability to perform electrical equipment wiring and installation.
  • Ability to inspect and troubleshoot electrical equipment.
  • Knowledge of City budgeting and purchasing policies and procedures.
  • Skills in customer service, conflict resolution, and marketing.
  • Effective communication skills.
  • Proficiency using Microsoft Office Suite applications.
  • Effective organization skills
  • Effective contract management skills.
  • Self-starter with the ability to organize, prioritize and work independently.

Supplemental Information:

  • Associate degree or Graduation from high school with five (5) years of experience in electrical generation or transmission.; or an equivalent combination of education and experience.
  • Possession of a valid North Carolina driver’s license.
